After resolved my resolution problem, I wanted to start the Korean tutoriel scénario but I can't have the document when I click on the button. On the folder I can't find any tutoriel text.

I had the same problem. Play it in windowed mode works fine for me.

You can use the shortcut which launch the game without the start menu (War Plan Orange.exe) then edit the properties like this :
"C:\Matrix Games\War Plan Orange\War Plan Orange.exe" -wd -px1400 -py900 ( " -wd" it's to play in windowed mode).
This works for me.
