How does one declare war on a computer opp. I am unable to simple attacked them as i usually do???

Changing the att/loss% of units. How is this done?

I can not find any way to change the att/loss % for any unit. It is set at 25% for all units at the start. The manual says this can be adjusted. A side question...how do you get your fighter units to do an intercept of attacking aircraft?
