I guess that goes for all those greyed out in the selection panel and not just my examples?

I wonder why some of the optional rules cannot be selected at the start of the game. E.g. "Frogmen", "Atomic bomb" and "Kamikazes"?<br/>
In the tutorial video the boxes are selectable but mine are "greyed out".<br/>
