Naval transport is automatic, just order the unit into the water. Select a city by clicking on the name.

While a manual would be nice, the game itself is quite self explenatory. I mean see at your pic, al the text is white exept for the cash symbol and the number 36 next to it, that is in red. It isnt that hard to figure out the meaning of that without a manual?

At the right you see that the gold cost to upgrade (36) is red, meaning you do not have enough cash

The problem seemed to have solved itself, no idea what whas wrong, probly something with my system.
