You should use the expansion planner to find the resources you want and then hit "send construction ship".

You don't need to build a mine on your own colonies, the resources get mined automatically, as stated in the tutorial.

Are you sure your resupply ship is mining the correct type of gas for fuel for your ship from the gas giant? AFAIK there are at least 2 types of fuel, hydrogen and caslon. Your ships might need caslon for fuel while your resupply ...
