It was a wonderful sneak peak. A nice info drop about "The same, but bigger and better". And the 2020 release target was a nice info drop as well.

Now just give me some better "automated diplomacy" support...

I guess you see the results of boarding and capture.
If you look in the empire options, you should find some settings for what to do when capturing (enlist, retire...).

Pirates build ships at their spaceports, not anywhere else as far as I know.

It has 'always' been that way. I believe you can steal them if you want a specific one.
