More explicitly, the vessel you wanted to select to perform the repair is a floating dry dock and, as Nomad said, can repair only flooding damage.

With your TF in port, all that should be necessary is to set your fighters to an ESCORT mission on their GROUP screen and to select the CAP level you want on the sub-MISSION below. (But be aware that interception is still NOT a guarantee.)

Blue and green sectors indicate search arcs flown in either AM or PM air mission segments. Black sectors are where the 2 overlap (search arcs flown during both AM and PM).

Against the AI, I don't think there's a need to evacuate Chinese troops to India. I've started a few games solo and played a ways into them, and the AI doesn't seem to be able to make significant inroads against my dispositions. (I always play with AI Difficulty on HARD.)
