Seen this with computer controlled alien races as well (Quameno, after they had a substantial military buildup). So by no means isolated to the player.

Happens a lot (and always with a specific mining base). Not sure what's causing this other than having too many military ships?

Some way to view cargo resources from the main screen would eliminate 75% of unneeded Ship manager openings that I have to make.
