I think pirates buy all their resources. You don't pay upkeep for pirate civilian ships and bases, so to counter that I think you pay for all the resources they generate. Regardless of if they're currently needed or not.

No, that's not the explanation. It might explain half of it, the part where no income shows up at all until you cross some specific threshold. However, it doesn't explain why the discrepancy grows bigger the more tax income you have. There's some other factor at work here too.

That's interesting. Early game it shows identical amounts on colonies and in the empire screen, late game it's way off.. Maybe there's something wrong with either the display or the calculation of corruption(which is the only factor increasing significantly from early to late game)?
