I am playing the Bitter End Campaign as Germans. All of a sudden , its still August 1941, I get zero rail capacity for 3 straight turns. I have zero units "in transport". Whats the deal? This was my favorite game? Help?

I have mastered Norway with relative ease but am struggling big time in the following scenario- Low Countries! Would appreciate any tips.

I can't seem to air drop anything but fuel although the manuel says you may choose between ammo and fuel. My computer is low on virtual memory which may be a factor, since some of my screens are'nt completely viewable. Any thoughts anybody?
