IIRC (haven't played the diplo game in a while), PfF is a normal (non-fate) covert ops stratagem that increases relations with any regime ...

What doesn't make sense to me though, is that Plea for Friendship works without a skill check, but gifting a sum of credits does.

I'm noticing in my games that blockades are lasting indefinitely, and will stay in place long after sanctions have been lifted. When I go to demand the removal of forces from my territory, the ai acts as though it is unaware of the blockade.
