I have never won this as the german although I slaughter the Soviet forces. I just can't get anywhere near the MMG fast enough to overcome the VP totals he builds up. Has Anyone beaten the AI here?

Just turn off the Fog of War to get the same effect.

The Player already gets more information than the ground units usually had. HQ might know approximately what is defending a sector but the grunts didn't know if there was an AT gun or a Tiger behind the next hill.

You are quite correct. But how to show it in the game? They use the "technical" stats. Factoring in Command and Control would put limitations that the players would not accept.

Never played People's General. Have played all the rest. PG III - SE and Fantasy General were/are my favorites. Why buy this one? Because its a game COMPANY which means it get's a wider player base and has easier mechanics (install, updates, etc) than PG Forever. Hope they keep it up.

They are massively different. I see no rhyme or reason for the Ai's choice. It doesn't seem to depend on anything.

Does this mean it gets a Hero at the same time it gets the Award? Or does it mean a Unit with one or more awards MAY get a Hero at the end any turn going forward...limited to Heros = Awards of course.
