Game wont start

When I try PLAY I get a message my computer needs MSVCP140.dll and to reinstall the game. I've tried twice but still get the message.

Why do naval ships not defend themselves like ground units? Especially when they took no actions during their phasing turn?
I think they should at least use their secondary batteries, or even primary batteries when Dual Purpose?

Thanks Erik. I have already enjoyed numerous hours playing this game even if some of the
units are not accurately represented or available. If an improved modding version is in the
works I hope new units and roles can be added too!

Changing Unit Values for v3.42

In version 2.48 I was able to change certain unit values. But now that I have installed
the V3.42 upgrade the game won't upload. What procedure is needed to make changes in v3.42?

How do attack values relate to defense values? I.e. what is the "expected" outcome when both values are equal (say 10 to 10). Also, why
