Construction Yard Screen:

In addition to having the buttons "Move Up" and "Move Down", also have the buttons "Move to Top" and "Move to Bottom".

And alllow more than 1 ship to be selected for the move.

I had a reply from Erik, I believe, on this very subject - you cannot cancel a build order (even immediately) without paying a penalty. I believe it is 50%.
