Most likely, you can generally find a couple of completely intact ships in a Debris Field.

If you want a permanent solution, yeah just build a station there. Resupply Ships are intended to be temporary solutions, to allow your fleets to resupply deep in enemy territory.

Or in my case, they are used as Super-Capital Ships that can double as mobile fueling bases.

I still just want to be able to set the number of Empires to something greater than the number of playable species. It's kind of silly to expect Humanity to have a Unitary Government. I want a Galaxy with around 150 Empires drawn from the 30 or so Species.

$100 has been worth it for me, but like others I have spread that cost out over a long period of time. As a single payment now I'm not sure if I could justify it, so If I were just discovering the series today I would just wait for Universe.

To be fair, there isn't a single Grand Strategy game in all of history that has done a truly Good Job of portraying the Vassal-Overlord Relationship. Even CK2 is pretty much just about number crunching Opinion to keep them from rebelling and then going Imprison Happy if they do.

Not yet, but once Universe comes out we will be able to redesign all of the ship components and tech progression. I'll be adding several new stages to the hyperspace tree to keep early and mid game ranges relatively small, and ships fairly slow.

I would add that not only should fighters launch as soon as a hostile target is spotted, but that fighters should periodically launch even in peace time, do a small patrol, and then return to base.
