Suggest Energy Station at Home World?

Just started up a new game and off the bat it suggested I build an Energy Station at my home planet. I'm a bit confused since I've never seen this pop up in all my times playing. There is no energy benefit I can see. Is this some sort of bug?

Nvm, figured out the resort base was bigger than my construction size allowed. Strange I don't remember them being that big off the bat and have to go 3 techs deep to get it
