Can't install GGWarInTheEast2-SetupRelease-v01.00.07 on Windows 11. Clicking on .exe does nothing

WITE2 GGWarInTheEast2-SetupRelease-v01.00.07.exe won't install or run. Any help?

I downloaded GGWarInTheEast2-SetupRelease-v01.00.07 on my PC which has Windows 11. When click to execute nothing happens. Running as admin doesn't work either. Any ideas?
