As far as I know it is just +2 approval for empire or independents of that species. You will see it on the diplomacy screen for relevant entities as:

"+2 | We appreciate your knowledge of our language."

or something like that.

Quick question, did you really intend the tier 5&6 disruptor techs (Pulse Disruptors and Heavy Pulse Disruptors) to be so cheap (180k and 240k respectiely on normal research costs)?

I just train up my intel characters stealing tech from the guardians. Then send them to steal the racial techs. However I do feel this is somewhat of an exploit.
