Have you used the game editor to confirm you have influence at the planet? If so, have you tried removing that influence with the editor to see if your freighter either stop going, or keep adding influence when they do?

Do the design template files get re-loaded on game start or savegame re-load, or do we need to start a new game for the template changes to be seen in-game?

Edit: Obviously, I'm referring mostly to AI ship designs.

Pick up your troops, yes. Abandon the planet, no.

That is, if by abandon the planet you mean relinquish ownership of it. It's a feature I'd like to see, though.
