How does the sandbox campaign work?

Hey guys, I was wondering how does the sandbox campaign works? Am I stuck with the OOB only or can I train new units or what? I am confused as to what can be done with the campaign. So is it just the usual OOB and fighting but just with a layer of strategic map or what?

I just got the game but since I am asked about rail gauges, I would assume that converting those rail gauges ASAP and ensuring you have a working line towards your front would help you a lot with supply problems?

Any tutorial for this?

I did the tutorial and I don't know how to approach the game. Like in a WW2 game at least I know that running towards a tank destroyer as a tank is bad and getting encircled and cut off from supply is also bad. How do I know how to pick my battles?
