Thanks for your help! It turns out that I had the 64 bit version installed on an external drive. I uninstalled it and installed the 32bit version on the main drive and everything works!

I don't know about the enemy garrison requirements. I have never noticed that before! But, the answer to your other questions is that those refer to supply and/or AV requirements

Also, you cannot sweep your own base. Fighter sweeps are offensive mission to be used over enemy units/bases

What would happen if you embedded a 50 plane airfield strike in a large, 200+ night strategic? The large strike might spread the NF enough to get a reasonable airfield strike in addition to the damage from the strategic strike.

Schooling opportunity: how do you turn on the search arcs?? I have to go through my bases individually and can't see whether I have sufficient overlap. I have looked in the manual but couldn't find anything

I am by means an expert, but what might be happening is that often the AI will use an off axis approach when planning the path to the IP or the exit path. That path might be too close to the no fly zone.
