Don't move factories until they are directly threatened. To move factories. Click on Rail tab. The click on city. Then click on city name in upper right screen. Factory move window should open for you.

That's a good question. I normally mov them to Urals. It would seem that the less distance material has to travel to units the better. I'll do a AI scenario and check it out.

Something has gone hay wire with my WITE. I'm unable to load or save my turns. I'll keep trying. Sorry for this mess. I did post the problem to Matrix tech. So we'll see what happens.
