What does land units in the same hex do for DL?

And again, I have checked the opposing forces almost every day for years (literally) in game time. All were consistent except for this one.

Put 100 bombers, no fighters, no CAP in an air base that has been contested for months. Daily sweeps, periodic bombings, not some rear area with a surprise attack. Action overhead daily.
