Grand Moff Tarkin out-ranked Vader. It was only after the Battle of Yavin that the emperor re-organised the Empire's ranks and promoted Vader over the remanding Grand Moffs.
Tarkin and the emperor wanted super weapons to terrorise the galaxy.

Do the AI factions use the "save auriga" if their auriga dies and they have enough to pay?
