I discovered a system with 3(!) derelict fleets orbiting a small planet.
I ordered construction ships to repair the derelicts.
1 frigate was successfully repaired.

I have not as yet seen a galactic storm at one of my planets.

Your are right the SM would have caused a 'Fun' ending rather quickly.
