Its because the only strategic resource on ice worlds is usually Tyderios (gas). Everything else is a luxury. So a gas mining station (with gas+luxury extractors) is correct.

About mining ships; I wouldn't put gas extractors on an orehauler. I've never seen one willingly head for a gas giant, they'd much rather rummage around on some random asteroid for lead or iridium than be caught ...
