On the plus side the only character that has a negative effect when dismissed is your leader. So if they have nothing positive just can them[:D]

Also if its just under construction you only need 2-3 troops to take it out effectively but if its finished it will put up a pretty strong defense so have at least 150-200k troop strength yourself b4 attacking or you will not succeed.

I haven't looked at the save but if you select the design you can change the stance and save it even if its a design you can't build yourself.
