Changing the Starting side in a scenario.

I have read through the editor manual but this one item eludes me.

When I open an exiting scenario, how do I change which side goes first?

I was able to do it quite easily in PGF, but I can't seem to find this in PzC.

issue 16 of the run5 magazine has an index for articles for issues 1 to 16.

The CAW references are for the early versions, but provide insight into the mechanics of the game.
