How do you download the Warplanner update

Maybe I'm slow, but I cannot for the life of me figure out how to download the CMO update that contains the Warplanner. When I go to the CMO product page, there are downloads listed, but they're greyed out and you can't click on them.

Has the AI improved with updates?

The big knock against Valor and Victory when it first came out was the AI presented absolutely no challenge. So, before I spend more money on another DLC would some of you veterans kindly weigh in on whether the AI has gotten better with the updates. Thank you!

That is a reasonable enough request, but I'd have to warn you that I'm currently facing off against the computer in the very early turns of the full campaign game in Mr. Tiller's Smolensk '41. But I'm thinkin' I'll pause that because I haven't played a WEGO game in so long.
