Carriers v. Subs Help Please

The manual says carriers may attack subs, including in all sea hexes, yet I can't seem to make this happen. I can attack the sub with land base. Am I missing something? Thanks.

I haven't played this game in a couple years and currently have version 4.1.0.40 installed, I am sure there has been several updates over this time. Do I have to install all updates in sequence or can I just install the most recent to get current? Thank you.

Updates

I currently have version 1.00.10 and would like to update to current version. Can I install the most version without installing all the previous updates that have been released since I purchased? I have the same situation with TOAW if anyone knows.

I attempted to install the latest patch and get the message "Failed to load mono". I believe I copied all the unzipped files to the proper location.

Any idea what I may of done wrong?

I installed this version midway through a game v. the AL Axis. May have scrambled a few things, I believe I also lost some Canadian built escorts.

In a scenario I am modifying I can't seem to place supply points for the Allies; no problem for the Axis.
I have the Allies as the current force in the deployment mode, the possession flag indicates Allied ownership.
Any thoughts.
