I've added a bunch in my mod, taken from EVE online, you can just copy-paste the leaders txts together and copy the images into whatever mod you want - and get ~100 unique human portraits.

Good call. I've added a bunch of these to my mods as well - and photoshopped them to fit Distant Worlds.

That not entirely true I think, I've seen plenty of named planets (like the moon Obuda in the Psi-Polaris system etc) in randomly generated maps - I haven't noticed any pattern either and wondered why as well.

If your scientist becomes leader then yes, in a Technocracy your scientists can be elected leaders - like your generals or admirals can in military societies.
