Aligning Minors at Start

At Start Barbarossa - I can align Finland or Hungary, but not both. RAC says only one alignment per impulse. I can't find Player's Manual vol.2 p4 figure 8.7.2.2 ("simplicity itself") again to find Hungary after I align Finland. Does it reappear after completion of an impulse? Thank you.
