I just bought 2nd Manassas, too and have the exact same problem...I can get troops there but they never stay long enough..and when I override the AI and force them to stay, and as I move the commander until the counter reaches the right number ...

I get the right commander there...I (eventually) get enough troops there and can make the dumb SOBs STAND STILL for a few minutes....but as SOON as the correct troop number is achieved ...
