When you have a planet and its satellite both having interesting resources, it is more convenient to build 1 mining station or is it more efficient to build 2, one in each of them?

Setting all units at Max TOE 50% does not weaken them too much? I've never thought of reducing the TOE so much.

Try 110 instead of 100.

It is not a problem of 110 vs. 100, it is about defending Moscow placing units in the city hexes, which seems a weird AI behaviour.

Maybe it is possible to reduce flak losses micromanaging routes to AD areas and single hex missions so they don't fly over the highest enemy AA value hexes. I used to do that when I used tons of single hex missions in T1. Will try this evening to check results.

New weather system is not bad conceptually, but it is true the variation from game to game is extreme, to the point in which some matches can be ruined.
