Pretty much. A designer can pre-date or extend the date beyond the historical span of WW2 - I did in one of my scenarios, a hypothetical situation that carried over into 1946 ...

Depending on which DLC you own, the installation version may not be sufficient. To be sure, install 7.1.4 (OoBWWII-MultiSetupRelease-v7.1.4.exe) and update the game to 8.3.0 (OoBWWII-MultiUpdateComp-v8.3.0.exe). That should encompass all DLC to date.
