My last install was a clean Windows 10 install from USB boot.

This install, because I wiped my Secure Boot keys, was Windows 8 -> Windows 10.

Both installs had VS 2015 installed. I definitely think there are some missing libraries.

I reassigned the drive D: to F:, rebooted, reinstalled Steam, same problem.

This is very odd. I don't know what it could be.

When is a victory point awarded? Do I have to occupy the spot?

I cannot find this information in the game manual, and am not sure if I need to land on a VP, occupy it, and generally how VP's are captured and held.
