I agree with all of this feedback. Great game, but it could definitely use some tweaks to the 'rules' that inform the gameplay itself.

I believe that the defender chooses, which is how it should be. I wouldn't want the attacker choosing who is defending Paris for me.

I occupied Spain and played the Kingdom of Spain card.
Then I left a garrison in Portugal 'forever', but it is still red.

You can play the Minor Nation card to annex Portugal.

Agreed, I don't think this is a good dialog. It's also designed in an awkward and hard to read way.
