How can I open that particular file? (.psv-file, not the rar-file obv.)

I've played WITE2 2 years ago and wanted to get back into it.
I've read so many guides to the air war as the Axis on T1, but none of them seem to work any longer.
Can I possibly install some older patches and make it work again?
