[v1.27e2] Can't Upgrade Delegated Assets

Even though all normal criteria for an asset upgrade is met, if the asset is delegated it cannot be upgraded. However, if the delegation is revoked, the asset can be upgraded and then the delegation re-established accomplishing the original intent.

This feels unintentional.

Yeah, think Belgium and Netherlands 1940 - it basically provides an SE mechanism to simulate that situation.

Pre-reqs for the "To the Rescue" stratagem would probably be something like "The target minor must be at war with someone else" and when played the target would join your regime and you'd ...

v1.26o2 is being flagged as a virus threat by Windows. Is anyone else having this issue?

Edit: Ignore this. Couldn't get it past virus checker then, same file worked fine today. Not sure what the diff was - I didn't do anything that I'm aware of. Regardless, we're off and running on o2 now.

As far as I know that is correct, at least mods related to maps.

I imagine it would be a large effort to separately create maps and then attach proper world properties to it after the fact. If it were easy ...
