If I design a scenario with the USA and Germany, how do I set it up so the player can play as the USA as a primary option?

<r> Howdy! I am designing my FIRST scenario <I><s>[i]</s>ever<e>[/i]</e></I> and want to know how I can get to play as the Allies if I am design a scenario with the basic Panzer Corps game.<br/>
Or play as the Soviets if I design a scenario with them and the Germans.<br/>
