This needs to be a cargo operation, loaded at the base of your choice then define an area to drop them.

obviously the helo has to be cargo capable.

I have done this using Gods Eye view, and a reference point. While in gods eye view, assign the unit to patrol the ref point with a mission make the ref point rotate to the unit you want to follow.

If that make sense

I have done the same thing with civilian shipping and I suspect in just about any conflict we will see them in action for real.

The box I would like doesn't have any bullets only electronics, to make them look like something they are not.

Your assessment of the practicality of these fixed targets is spot on, and indeed does demonstrate poor planning on the Chinese part.
