I enter the password of another user account that has admin privileges.

I have the installer downloaded to my user "Downloads" folder, and run from there, I install to the default suggested "C:\Program Files (x86)\Matrix Games\WarPlan".

I am having the exact same issue too. (I run the application as an admin).
