Diplomacy and treaties

I seem to have no luck sending treaties. I click on the one I want to send and get the red stamp at the bottom but nothing ever happens, the treaty never appears in 'Treaties sent' and the number of diplomats I have available never goes down - am I missing something obvious here?

Sorry title is a bit incorrect it is just a question about command points - I did have a related one about ability level but answered that myself while composing the question but forgot to change the title.

Objectives list

In the Objectives list in the Objectives tab of the Strategic atlas there is a button in the top right hand corner that says 'switch between friendly and enemy objectives' - other than change colour when you click on it what else is it meant to do as nothing else changes whatsoever?
