rookie cant move into enemy territory

<t> playing any scenario for example 1940 invasion of Denmark etc.<br/>
I can invade Denmark but I cant start anything in belguim<br/>
units cannot move into belguim or France or Russia for that matter<br/>
I cannot find anything in rules on how to start wars!!<br/>
Can I not move where I want ...
