That is how it works, open up scen 1 and try ground bombing ankang. You will see that some other chinese city or LCU will be targeted instead during the replay and that the orders of the unit will swap to commander discretion. Not sure where you got mission type swapping or secondary targets from ...

Did the city you bombed actually have any units in it? I believe that ground bombing an empty hex might swap the targeting to commander discretion.

It does check the engineering value plus a base flat value versus the industry and facilities (port,airfield level) and then based on that a percentage of every industry gets disabled

Deliberate or shock attack has no (direct) effect on the result. The only thing that matters is how many engineers, or more precicely how much engineering power (since engineer vehicles count as 5) the defender has and the exp of the units that house these devices. From there there are three ...

For the record this is with my opponents consent :lol: . We wanted to fix the broken radar upgrade path for japan and make usn subs switch over to the mk12 after the mk10 stops producing. I gather that I am SOL then because it is an official scenario, oh well.

Well then I wouldn't be able to update the PBEM :P. I have seen references to it being possible and the ingame blurb "Add database changes to this official campaign?" indicates that there is some way to do so.

I want to change some device specifics in the editor, mostly to mirror the updated andy scenarios. I copied scen1, made the changes then replaced all the 001 scen files with those of the new scenario and every time I try to update I get the prompt "Failed to update". Would it be possible to add some font size customization (beyond the altfont switch) and maybe even UI scaling?

On modern resolutions and big monitors info screens and hover information are quite tiny.

Accuracy of industry hover

So in my PBEM I happened to hover over the Japanese home islands bases and saw some very impressive industry expansion numbers. How accurate are those considering I have zero detection on said bases?

You cannot target manually with naval attack, the game chooses the target by itself based on detection of taskforces in range.
