It appears to me that China OTH-SW system does not pick up surface contacts.
Is that right?

Yes. Now all scenarios load as they should.
Thanks to everyone who helped to solve this problem.

1. left click on Start new scenario button (in Start Menu)
2. left click on a desired scenario in order to highlight it
3. left click on Load selected button
4. the next window shows that "OnThreadException" message

Ok guys.

What I did was to edit command.ini file.
I added missing lines and set desired values to 1.
Actually "unguided weapon accuracy modifiers" line was in the file with values set to 0.

It seems, I got it to work.
Need to do some tests though.

The story is a bit different.
When the game updated to 1.14, I had this problem with game not starting up (steam client problem), so I reinstalled the game and steam.
New installation of the game is showing the issue this thread is about.
