Radar Medium AA Appears not to be working against missiles

Is this intentional? The manual seems to suggest that radar medium as should be firing against incoming ssms but it does not show up in the log

I think I found a bug where this Japanese hq in the south east pacific refuses to die despite being in no supply and repeatedly bombarded by battleships and aircraft carriers
