in the "Load Scenario Window", you must select the "Steam Workshop" Tab, not the "Scenarios" one.
Here you will find all the scenarios downloaded from Steam Workshop.

As For point 8) I see in the scenedit poll the entry for AND/OR operators in the event editor, just the thing I need. I voted for it.

Update:
Now I understood that If I start a blank scenario by myself from the editor I can Change the DB switching from DB3000 to CWDB various builds. Problems solved.
