I think if I had this question I'd try to solve it by coding. Here's my algorithm:

I'd use LUA to set up conflicting hostile CAPs of your aircraft at some pre-defined altitude, and let them engage.

1. I've yet to encounter evidence that altitude directly affects agility (which I want to say is represented by a single number associated with each DBID in the database). Each a/c will have speed and fuel consumption impacted by altitude bands though, and those things will impact dogfighting ...

I tried it briefly last night and got nailed when a single Scud took out an entire Nike Hercules battery right at the start. That felt like behavior I'd expect to see of the nuclear variant of the missile, not the conventional one. It's not strictly your fault - the Nike battery has 0 Damage Points ...

Golden Horizon uses an Imaging IR seeker and a passive radar seeker for guidance. Neither of those are active seekers, so I'm not sure that conventional jamming as CMO models it would work. Golden Horizon also has HOJ (Home on Jam) capability and GPS guidance, so I'm not sure ECM would be advisable ...

I believe this scenario was created during the CMANO era, so I'm not that surprised that it is out of date in some respect.

I just played through it in Build 1638 (a beta), and got a Minor Victory score of 23 mostly by forcing Soviet A/C to maneuver such that they ran out of fuel on the way home ...

That's an interesting idea.

IRL sonar performance, including towed array performance, decreases as speed increases (because the noise your powerplant makes increases with speed). A towed array will be less effective at the max possible speed than at something like 5 kts. CMO does model this.

I agree w/ TBLackey that the complexity rating is somewhat idiosyncratic - almost certainly more so than difficulty.

That sounds very interesting. It also sounds very complicated, particularly for a first scenario.

I don't know how familiar you are with LUA, but I think you're going to need a good deal of it to implement your vision.
