I noticed a situation like this where I've got some GR grade infantry in my SHQ. I raise a light infantry brigade with the settings in the picture. I end up with a formation with much more GR grade inf than I started with. This happens every time I try to raise the formation in this save. 1 ...

I don't have a save, it's a server game. My opponent and I agreed to turn intercepts to 0 and I haven't experienced the problem since then.

The game was on patch 1.12.04 before.
